Mainland and Hong Kong cargoes “one single document, two declarations” formally implemented

The General Administration of Customs (GAC) and the Customs and Excise Department (C&ED) have been actively promoting the development of customs clearance facilitation between the two places and expanding the areas of cross-boundary co-operation between the two places. On 29 November, the Customs and Excise Department officially launched the “one single entry, two declarations” for cargoes between the Mainland and Hong Kong, extending the coverage of the existing “one single entry, two declarations” to all land boundary control points connected to the Mainland, so that more enterprises can benefit from the convenience of “one single entry, two-way sharing” of road cargo information.

In November 2023, the Customs and Excise Department of the two places signed the “Co-operation Arrangement between the General Administration of Customs and the Customs and Excise Department on the Development of an Intelligent Customs System” and designated “one single entry, two declarations” as one of the key co-operation items. Subsequently, the two sides launched the “One Document, Two Declarations” and its extension in February and October 2024 respectively to cover cargoes entering and leaving the two places through the HZMB control points.

In order to realize the extension of the “One Document, Two Statements” project, the Customs and Excise Department (C&ED) of the two places has recently launched the “One Document, Two Statements” scheme for Mainland and Hong Kong cargoes on a trial basis at the Shenzhen Bay Port (SBP) and Heung Yuen Wai Boundary Control Point (HYWBCP), with the support and participation of three enterprises. The enterprises concerned will submit their cargo information to the “China Single Window for International Trade” through the “one single report for two declarations”, after which the information will be encrypted and automatically pushed to the Hong Kong side's “Road Cargo System”, through which the enterprises can submit their cargo information through the “Road Cargo System”. Afterwards, the information will be automatically pushed to the “Road Cargo System” of the Hong Kong side after encryption, and the enterprises can obtain the cargo information directly through the “Road Cargo System” in order to complete the procedures for local customs clearance. Enterprises participating in the trial run have indicated that the function of “one single declaration for two declarations” not only ensures the accuracy of the declaration information of cargoes in the two places, but also helps enterprises save the time and manpower required for making declarations, thereby lowering their operating costs.

At the present stage, goods imported from the Mainland to Hong Kong through all land boundary control points can be declared under the “One Single Two Declarations” system. The Customs and Excise Department (C&ED) will continue to work closely with the State General Administration of Customs to further extend the scope of “one single document, two declarations” to cover goods exported from Hong Kong to the Mainland, so as to provide comprehensive coverage of customs clearance of land cargoes between the two places.
